a general dentist should know what it is. I can’t make a diagnosis for you but a general dentist should know what it is. There is a myriad of possibilities. If you are100% sure it is not a due to the teeth, meaning infection of the teeth, then it is something pathologic. A few examples would be simple bone cyst, periapical osseous dysplasia, lateral periodontal cyst, or it could be just be an anatomical part of your mandible, such as mental foramen, or mandibular incisive foramen. With out having an xray and clinical exam it would be impossible to tell you what you have. Your dentist should be able to diagnosis it, however if they can’t you should visit an oral surgeon. The oral surgeon will know what it is and they will fix what is wrong (as long as it is not related to the teeth)
Get to a good oral surgeon and have him pursue the matter. Good luck
